As ISA(Implementation Support Agency) of Jal Jeevan Mission Under PHED Nagaon we were instrumental in forming the water users committee completely led by women. We encourage this women led water users committee to participate and take ownership of water resource management, water supply, and
greywater treatment and its reuse. To make water everyone's business, we continue to
build partnerships and linkages through various community-based activities, capacity
building and IEC to achieve long- term drinking water security. This year on 22 March we
engage them on celebration of World Water Day on the theme of “Accelerating Change to
solve Water & Sanitation Crisis” where their group members took out rally for sensitization
of water related issues.
Q.1
The Balisordoloni PWSS(Piped Water Supply System) is situated at Balisordoloni village of
Amsoi area in Nagaon West Karbi Anglong border .This scheme was initially build in the year
2015 and later in 2020 it was incorporated into world’s biggest water supply project Jal
Jeevan Mission. The story of Balisordoloni PWSS is motivational epitomizing successful
model of women empowerment in true sense. The entire members of water users
committee are tribal women belonging to Tiwa & Karbi Tribe which is quite exceptional. This
truly reflect ideals of JJM that women participation at all levels of planning, implementation,
management, operation and maintenance of in-village water supply systems and
contribution. In general the water users committee plays critical role in mobilizing and
engaging the communities to plan, design, implement, manage, operate & maintain in-
village water supply infrastructure. As mandate of JJM ensure women empowerment
through representation of 50% women in all the committees ,the all women water users
committee will help in achieving the goal of Jal Jeevan Mission in its true letter and spirit.
It all started with the severe crisis of clean drinking water at the village back in 2015 that
women groups had started to move every possible corner of administration from PHE office
to office of local MLA.Their efforts could see light of the day as a water supply scheme was
sanctioned and established in the village .However the story does not end there. The scheme
was constructed but it was not functional during that time due to many technical and
administrative issues. They didn’t lose hope and continue keep fighting for running the
scheme with perservance.Their stride for clean drinking water finally has seen light at the
end of the tunnel. In 2020 under JJM the scheme had started functioning providing clean
drinking water to 150 households.
However the challenges are still manifold. There are frequent power cut in the village
leading to irregular supply of water from the scheme.Through a generator is been placed at
the scheme,it is not functional due to non availability of fuel. Now the committee has
decided to run the generator using community contribution.
Q.2.
The water scheme run by the tribal women led community plays a pivotal role in providing
water security to every household which was hit badly by water crisis. Finite availability and
competing demands make drinking water management a complex issue every where.Region
like Amsoi in Nagaon district has widening demand-supply gap is further compounded by
other challenges, viz. depletion of groundwater caused by over-extraction, poor recharge,
low storage capacity, erratic rainfall due to climate change, presence of contaminants in
ground water esp from neighbouring tea estates. The micro benefits to the community is the
lower rate of water borne diseases among them, less depletion of ground water by
habitants, and receiving of adequate amount of clean drinking water. On macro level
development of sense of ownership for the scheme in the village community as they are at
the center of this mission.
Q.3
Yeah definitely there are massive changes have been taken place in terms of water security,
water availability and behavioural changes in water conservation. All households have
access to and use safe & adequate drinking water within their premises. Water supply is
provided on regular basis in adequate quantity and of prescribed quality. The Decentralized,
community-managed implementation of the programme instil 'sense of ownership' among
the local community, create an environment of trust and bring in transparency It also ensure
equity in accessing supply for every household and regular supply, thus willingness to pay
for services.
Yeah there are noticeable behavioural changes occurring among communities in terms of
prevention of water shortages.

This scheme has brought immense benefits to our community, alleviating many of our
troubles relating to drinking water scarcity. Earlier almost entire village had to depend on
one single well which water level goes down terribly down in winter. People had to stand in
long queues for fetching water. Our village people are too poor to put a hand pump on their
own or bearing the cost of private boring.
Purneshwari Sinarpi(President)
The scarcity of drinking water made women of our villages to work collectively to devise a
permanent solution to the problem. We as a women mainly bear the burnt of the water
scarcity as we had to engage in all household chores which require water. Now as a
committee we are engaged in the entire process of implementation including planning,
managing, operation & maintenance of in-village water supply infrastructure.Even our
members do engage in technical part as well.I want to thank PHED Nagaon for their kind
support and motivation..
